looking over the draft for xml 1.1 i did not see any mention of the use of 
</> as an abbreviated close tag. why hasn't this oft requested feature not 
made it in to the xml specification? it is advantages for human markup 
editors and in computer bandwidth considerations.

also, i have studied the use of namespaces with xml and have found it "lack 
luster". specifically the placement of namespace attributes within element 
entity tags obscures data readability. i noticed PI (instruction tags)  
beginning with xml and variants have been reserved. this is the appropriate 
place for namespace declarations and other like declerations (i.e. 
stylesheets and schemas). how do i make suggestions for the improvement of 
this?
