RE: MgmtData

I agree and suggest we remove mention of it in the XKMS requirements. Proposed rewording of XKMS requirement 2.5.4, first sentence is:
 
The following KeyInfo formats MUST be supported: KeyName, KeyValue, and RetrievalMethod.

Why is support for MgmtData required? It was a bad idea for a space holder for in-band key agreement and distribution mechanisms, that function is better served by EncryptedKey and KeyAgreement, and use of MgmtData is deprecated. Why isn't support for it NOT RECOMMENDED in XKMS as it is in XMLDSIG?
