early plans for f2f#2

Folks,

Shivaram and I were chatting about having a second f2f in
April. There's a NIST-hosted PKI workshop [1] on April 24/25
in Washington DC, and we're looking at the 23rd for a meeting,
probably at the same venue, (in which case, thanks NIST).

We'll confirm details etc later, but wanted to give you as 
much notice as possible.

Hopefully the main agenda item at that stage will be finalizing
the xkms and xbulk specs.

A number of you might also want to attend the PKI workshop, if 
so, there's still time to get in a proposal for a paper/panel
(deadline's Jan 28th).
