XKMS with section and paragraph numbers

 All,
 
    To facilitate discussion at the F2F, here is a version of the spec with
section numbers and numbered paragraphs.
 
    I do not believe that there are any changes since the last version apart
from this, I wrote a tool to do the conversion.
