XKMS Requirements: Issues List for F2F

All

Enclosed is our requirements issues list for the XKMS F2F.

Thanks to everyone for their comments, some of which were off-list. We 
hope we have captured all the issues.  If any items are missing from the 
list please let us know at the meeting.

The list is broken down into three sections:

1. Items for discussion

2. Items that are potentially resolved - but that may require discussion

3. Clarifications, including rewording, nit-picks, additional 
definitions and the like
