Note a few differences that the chair added that weren't recorded in IRC
log:

1) Record of formal votes by organization.  Note that the minutes record
12 Yes's for the first, but the chair only recorded 11 companies in
favor.  Probably the chair miscounting when reporting 12, but please
check this.

2) Added additional editorial AIs to incorporate resolutions.

3) Reclassified Issue 247 (Amy's which comes first) as an agenda item
rather than an issue.
