Issue 230: {message label} vs {label}

Issue 230 [1] points out that part 2 refers to a non-existant {label}  
property in part 1.

For an example, see section 3.1 [2].

I propose that all instances of the {label} property in part 2 be  
changed to {message label}, and linked to its definition in part 1 [3].

I believe this issue is editorial, unless the WG intended this to be a  
separate, new property, and not a reference to one defined in part 1.
