Endpoints and QNames

I just noticed that Part 1, sec. 2.13.2.1, says "The name attribute
information item together with the targetNamespace attribute information
item of the definitions element information item forms the QName of the
endpoint". Doesn't that contradict the statement in sec. 2.13.1:
"Endpoint components are local to a given Service component; they cannot
be referred to by Qname"?
