updated soap binding syntax summary

I've updated the SOAP binding syntax summary section to be
consistent with part1 per my action item from a while back.

I will post a few small proposals soon .. I suggest we use
the non-normative summary as a way to rapidly move thru
the binding and then write it up in component model speak
when we have general consensus.
