[RTF] Proposal on D-AC008 to WSAWG

RTF recommends that the text below be used as appropriate in D-AC008 [1].
The numbering on the CSF is temporary, and is only used to indicate
to which of the CSFs in the current D-AC008 the proposed items in text match
to.
The editors/champions of D-AC008 may provide the right placing of this text
within D-AC008.
