[RTF] Tentative Proposal on D-AG002 to WSAWG

Here is the tentative text that RTF suggests to replace what is currently in
[1]
for D-AG002. Note that D-AG002 does not have D-AC007 any more.

The Web Service Architecture must enable reliable, stable, and manageable
web services.
