Minor nit; if we mean URI reference, which I assume we do, we should say
so.  URI references are not URIs (except when they have no fragment id,
which presumably ours will).  Either way I can live with it.

Seems a tad "motherhood" to me.  I could live with it, but I propose
dropping it.
