Re: update to the feature synopsis

i have switched the feature synopsis document to refer to frank's ref.
Is this the preference?  It might be nice if there was a short english document
that said what  http://dublincore.org/2002/08/13/dces
was defining and then our document could point to that.
does that by chance exist?
