I hereby open Issue 2.1: URI naming of Instances

Proposal: I move we CLOSE this issue with the following resolution

Instance data for OWL is expected to be provided using RDFS. This
already provides the capability for Instances to be named with URIs.

See http://www.w3.org/TR/rdf-syntax-grammar/ for details of how to do
this in RDF.
