Personal opinion - not chair statement

Let's not worry so much about what is in frames, what is in DL, etc. 
Whatever we do will be "frame-like", "DL-like" etc - since we already 
have differences built in from most KR languages - if we get hung up 
in the specifics of what covers what, we'll lose time with 
unnecessary arguments - let's worry more about what is in the 
language core (as Frank/Ian defined)
