REQDOC: Title change?

Hello everyone,

It has come to my attention that the title of the requirements document
("Web Ontology Requirements") doesn't clearly indicate that this is the
requirements for a web ontology LANGUAGE. Unless there is serious
dissent, we will submit the document with the new title "Requirements
for a Web Ontology Language."
