I am distinctly unhappy releasing the documents as working drafts without
closure on these issues.  I believe that working drafts should correspond
to the current thinking of the working group, at least on major issues such
as the ones below.  (I would be willing to release without consensus on
things like the names of some of the constructs.)  

If the working group needs to produce something, then why not produce the
updated issue list as a working draft?
