I also feel that addressing digital signatures is important.

In addition to including it in the requirements, I recommend
that the editors digitally sign any OWL that we publish, to
prove the concept and set/provide an example.

I've spent a little time looking at XML Signature [1], and
fear that using it may not be quite as straightforward as
I'd originally expected.
