Proper use of language tags

The W3C Internationalization Working Group has developed
recommendations on how to select and use language tags in W3C
specifications. Many of the languages whose tags were not completely
obvious, for example Mandarin Chinese, have had their tags clarified
in the recent update to BCP 47 (http://www.rfc-editor.org/rfc/bcp/bcp47.txt
).
