[VXML 2.0] : <subdialog> handling in final processing state

Hi,

 

    Form item ,  <subdialog> is an input item. Should VXML interpreter
process it as waiting state item? 

    My concern is only on handling of <subdialog> is final processing state,
should an interpreter exit <subdialog> or execute a new context in final
processing state?
