[ssml] Diff-marked version of SSML 1.1 second WD is available

Dear www-voice,

The W3C Voice Browser Working Group has made available a diff-marked
version of "Speech Synthesis Markup Language (SSML) Version 1.1"
second Working Draft [1] for comparison purposes.

This diff-marked version includes all the differences between SSML 1.1
second Public Working Draft [2] and the previous First Public Working
Draft [3].

The Working group would be very happy if it is helpful for your
review.
