RE: [PLS1.0] i18n comment: Styling for MUST, SHOULD, etc

I don't know of any Guidelines, but there are plenty of predents, including
the Publication Rules themselves.

Different specs do it in different ways.  The key thing is to distinguish
words like the 'must' of a conformance criterion from the common or garden
use of 'must' in descriptive text.
