What the draft says is that documents without xsi:schemaLocation are
typically non-compliant; RFC 2119 "SHOULD" and "RECOMMENDED" are not
"it's a good idea" but "MUST unless ...". I don't think it should be
"RECOMMENDED" to use xsi:schemaLocation.
