As far as I can tell (from 5 minutes with Wikipedia), ISO-10646 isn't a character encoding but is, like Unicode, a foundation upon which encodings can be built. It also appears to be a subset of Unicode, so just use a Unicode encoding. UTF-8 is the usual choice for western documents, and since you are already using it elsewhere it makes sense to be consistent.
