mod_perl and entities

I have found that if mod_perl is enabled then the markup validator is 
unable to process entities. Sample output is attached. If I disable 
mod_perl everything works.

The OS is Debian (sid). However I took the time to verify this with a 
markup validator installed raw from the w3c sources (version 1.2) 
following the w3c instructions as closely as possible.
