It hasn't been removed, this is a problem somewhere - tidy output doesn't 
currently work with some documents containing non-ASCII characters.  I suspect 
either nobody has noticed/reported this before or something has changed in 
validator's dependencies because nothing has changed in validator's tidy code 
in a while.

I've filed http://www.w3.org/Bugs/Public/show_bug.cgi?id=7592 to track the 
issue, thanks for the report.
