Content-type: for http://tf.nist.gov/tf-cgi/servers.cgi

Lynx 2.8.7dev.11 (yeah, I need to update) crashes on:

     http://tf.nist.gov/tf-cgi/servers.cgi

validator.w3.org says:

     Sorry, I am unable to validate this document because its
     content type is http://tf.nist.gov/tf-cgi/servers.cgi, which
     is not currently supported by this service.

.... so it is pretty bad HTTP. Actually, there seems to be no
Content-type: header at all. Validator is just making that up.

     http://www.htmlhelp.com/tools/validator/

gives the more informative:

Errors and Warnings

      * Line 1, character 1:
<html>
^
        Error: missing document type declaration; assuming HTML 4.01
        Transitional
