My bad - I had done this and not pushed it.  It is at 
http://www.w3.org/MarkUp/DTD/xhtml-aria-1.dtd

Note that this is based upon XHTML 1.1, since that's the modularization 
base.  It might not be what people expect, since XHTML 1.1 is strict.
