It presumably isn't picking up on the following which are not set

ErrorLog logs/error_validator.log
CustomLog logs/access_validator.log common
ScriptAlias /cgi-bin "C:/www/validator/httpd/cgi-bin"
ScriptAlias /check "C:/www/validator/httpd/cgi-bin/check"

Also entering the uri
http://avalon/validator/htdocs/
to start validator doesn't work and entering
http://avalon/validator/htdocs/index.html
doesn't load the whole page as the header.html is not loader
and I presume several other includes are missing
