A friendly reply off the list made me realize that my original report
was not very clear.  Sorry for that!
To be clear, the problem I am seeing is that the following snippet
that I have on some web pages (such as http://gcc.gnu.org) failed to
stop working now after several years 
  <a href="http://validator.w3.org/check/referer">
      <img src="http://www.w3.org/Icons/valid-xhtml10"
     alt="Valid XHTML 1.0" border="0" width="88" height="31" />
  </a>
Is this snippet (which had worked for years) somehow bogus, or is
there indeed some breakage on validator.w3.org?
