Please use anchors with identical name= and id= values for the
relevant fragments.  With my browser "xhtml 1.0" and "HTML 4.01"
have no effect, looking in the source, it requires JavaScript :-(

For snippets the submitter must pick a DOCTYPE.  You then only
need a simple checkbox "add boilerplate to snippet corresponding
to the selected DOCTYPE".  No JavaScript needed, but a set of
different boilerplates for the various known document types.

If some boilerplates are missing it's no big problem, you can
report an error.
