As David said, UTF-8.

But just knowing that is only useful if it's what your editor
(or whatever you use to generate your documents) uses.
What you need to do is find that out, then set your server
accordingly (eg with AddCharset/AddDefaultCharset in Apache).
UTF-8 is a good choice if your editor offers you lots of
different save-as options!
