[VE][65] Error Message Feedback

Validating http://www.uoguelph.ca/secretariat/reference.shtml
Error [65]: "document type does not allow element X here; missing one of 
Y start-tag"

All I am trying to do is put a <ul> in.  I get the same error if I try 
putting in a <div>.  Whats going on here??
