Many people do, they have severe drawbacks (thankfully they solve few

W3schools has more then a few serious errors in its tutorials. 
Additionally, it is not in any way affiliated with the W3C.

See the specification: http://w3.org/TR/html4/present/frames.html

Frameset documents need to use the Frameset DTD, not the Transitional
DTD.
