Browser support for the HTML 4.x standards is pretty poor when it
comes to frames. Your choices are:

* Live with borders
* Ignore the standard
* Don't use frames

Frames are very rarely the best solution to the problem (I won't go
into detail, Google has many resources on the problems with using
frames), so the latter option is likely to be the best.
