Not really, but there is <http://www.arealvalidator.com/> by Liam Quinn that
is available as a Win32 .EXE. Without knowing for sure, I'd venture a guess
that it's built on top of a compiled DLL of OpenSP (well, original SP with
Liam's modifications) and that Liam might be amenable to facilitate use of the
relevants parts as a .DLL.
