David,

I am working on validator @ http://validate.sf.net that will understand
IDN as well. The validator is functional but the IDN support is not
fully implemented yet.

Validator is mainly for validating DocBook XML content, but it can also
handle HTML/XHTML.

I will let you know when support for IDN is available.
