Validator API?

I'd like to write either
1) a command-line utility to check whether a file is valid HTML, or
2) a plugin to my blog package to validate before publishing a new post.

Is there some sort of XML-RPC way to use the W3C's validators to
accomplish this?

Thanks for any suggestions.
