Local Installation of W3C Validator on Windows ME
"Hallelujah!, switching to Apache has also solved another nagging
problem for me - installing the W3C validator locally on Windows ME.
There's a fair bit of faffing around to do - mostly installing and
configuring if your system isn't already capable of running Perl CGIs
but you'd only need to do it once."
