MSXML4 will validate against XSD Schema, MSXML3 will validate against a local copy of the XHTML 1.0 (which is HTML 4.01 XMLified) DTD ...  both are free at msdn.microsoft.com.

I hasten to add that both PERL and Apache Server have a thousand better reasons you'd want an installation; but validation is low on the list.
