Problem with validating URI

Hi,

I'm trying to improve a web page to HTML 4.01 strict.
When I check the URI, i've got a curious error : 
The validator answers : 

<a href="http://www.fr.debian.org/" target="_blank"><img src="images ...
^
Error: there is no attribute "TARGET" for this element (in this HTML version)

But in the spec, target is an "attribute defined elsewhere".

Could you please explain that ??

The URI is http://www.linux-nantes.fr.eu.org/
