multiple white-space

Is there any definite proposal how multiple white-spaces
should be rendered?

I mean inside an OPTION or a BUTTON.

Leading spaces are sometimes reduced to none, trailing
spaces are not obvious and multiple spaces inside are
reduced to one space. 
But where is the reason to do this inside a value-attribute?
