Well, in the manner of most ISO standards, the full official text is
probably not available on the web. (It is, of course, available from ISO,
at a quite astonishing CHF 56 for 9 pages.) However, by following links
from Jukka Korpela's amazingly useful website "IT and communication"
(<http://www.malibutelecom.com/yucca/>), and repairing a dead link, I
eventually found <http://www.egt.ie/standards/iso8859/fdis8859-16-en.pdf>
(and also fdis8859-16-fr), which IIUC won't contain any substantial
differences from the published version.
