The page cannot be displayed

Using this URL:  http://jigsaw.w3.org/css-validator/validator-upload.html

I followed the following sequence:
    Validate by file upload
    Browsed and selected a local CSS file.        (filename: new_styles.css)
    Clicked Check
    Immediately received the all to familiar "The page cannot be displayed" screen.

I have tried two different CSS files, with the same effect.  

Both of these files, and every other CSS file I use, work perfectly well in IE.  It is only because I am having trouble with Firefox that I thought to use your validator.

Can you help please...
