Correction - now I see how it works! (Re: Debugging a constant CSS validation error message?)

I misinterpreted the phrase "URI of a document (HTML with CSS or CSS
only)."  I was trying it with CSS files, not HTML files with
links to CSS files.  It's working fine now.
