Can You SSI a <HEAD>,<HTML>

 I was running a site under Netscape 3.0 and 
 the content was using an SSI include to 
 create the <HEAD><TITLE> etc... on several 
 documents. After upgrading to 3.6 this function stops working. 

 I guess Netscape 3.6 is following the standard better? 

 Does anyone have any documentation on what the standard is? 
 Any related docs or links would be appreciated..
