Out of curiosity, are any digital libraries people planning to use
PICS as a substrate for distributed, human-assisted cataloging, in
coordination with search engine developers?

It seems like there are a variety of mature, well-developed
cataloging schemes that could be directly translated into PICS
Rating Systems, and effectively promoted through the PICS effort and
the growing search engine market.

Such ratings would not generally be of direct use to clients, but
could greatly increase the effectiveness of search engines as the
Web grows beyond the capacity of simple keyword searching to make it
comprehensible.
