New Draft TAG Finding "Passwords in the clear"

I am pleased to announce the availability of a new draft of the TAG
finding "Passwords in the Clear" [1,2].  This is an editors draft that
has not been approved by the TAG but has been approved for dissemination
to a broader community for review.  There have been modest changes since
the previous draft [3] which was the basis for previous external
reviews.  The changes are based upon TAG meetings and a joint meeting
with the W3C Security Context Working Group.
