property : efficient packet deliverytech : tcp/ip, routersvalue2web: timely http message delivery

Subject: properties of the Internet as foundation of the Web

The following questions comes from the Advisory Board discussions [1]

- What properties of the Internet make it good for the Web to be
built on up of it?

- Should the TAG document this, as well as the property of the Web
technology itself?
