In response to some private comments from Paul Cotton (thanks, Paul),
I've made a couple of small changes to that document.

1. I've added a summary of what the proposal actually suggests.
2. I've added a note explaining that my sample RDDL documents are
   copies of the W3C XML Schema namespace document.

I haven't had a chance to digest other comments on this thread, but I
hope to do so...I was going to say today, but tomorrow's a better bet
at this point.
